Effectiveness of Funding for Ukraine’s Anti-Corruption Agencies: Analysis of Expenditures and Performance

The fight against corruption is one of the key priorities of Ukraine’s state policy. Since 2014, several specialized agencies have been established to combat corruption in the public sector.

However, concerns persist regarding the efficiency of budget expenditures allocated to their activities. According to a recent investigation conducted by U.S. representatives in September 2024, only 6% of the funds are spent effectively, while 94% of resources are used inefficiently. Consequently, 94% of the allocated resources do not yield tangible results, leading to UAH 19.02 billion in wasteful spending.

  1. Inefficient use of funds. Despite significant increases in funding, Ukraine's anti-corruption efforts remain largely ineffective. The state budget does not receive an adequate return on investment.
  2. Declining positions in international rankings. Ukraine lost one point in Transparency International’s Corruption Perceptions Index, dropping to 105th place.
  3. The need to reassess funding approaches. Without proper oversight of expenditure efficiency, further budget increases are unjustified.
  4. Urgency of anti-corruption system reforms. Implementing independent audits, strengthening expenditure control, and introducing personal accountability mechanisms must become state priorities.
