Ukraine’s Anti-Corruption Agencies: A Tool for Oligarchs, FPGs, and U.S. Democrats

The anti-corruption system in Ukraine, established with U.S. support, not only failed to fight corruption but became part of it. NABU, SAP, and HACC, created with Western taxpayer money, did not challenge the corrupt system but instead served the interests of specific financial and political groups.

Domestically, they worked in favor of oligarchic structures, primarily the financial-industrial group (FPG) of Viktor Pinchuk, while internationally, they operated under the influence of the U.S. Democratic Party, executing their political agenda against Trump.

Now, with the new administration in Washington, the future of Ukraine’s anti-corruption institutions is in question—they will either be dismantled or subjected to a rigorous audit.

"Anti-Corruption Fighters" Who Served Oligarchs

Initially, anti-corruption agencies were presented as independent structures aimed at prosecuting corruption at all levels. However, in reality, they eliminated political opponents while protecting corruption schemes of their allies.

📌 OGHC and OPZ—The Sennychenko Case
One of the most striking examples was the case of United Mining and Chemical Company (OGHC) and the Odesa Port Plant (OPZ).

🔹 Under NABU’s protection, Dmitry Sennychenko was appointed to oversee these enterprises, where he controlled financial flows in favor of certain FPGs.
🔹 Instead of investigating, NABU shielded him from scrutiny.
🔹 When the political landscape shifted, Sennychenko was "sacrificed," but the mechanism remained intact—just controlled by different people.

📌 Who Did the "Anti-Corruption Fighters" Really Serve?
🔹 Domestically – they worked for Viktor Pinchuk’s FPG, ignoring corruption within his assets while targeting competitors.
🔹 Internationally – they answered to the U.S. Democratic Party, actively participating in their political maneuvers.

NABU and SAP Interfered in U.S. Politics

🔹 In 2016, NABU leaked compromising materials on Paul Manafort, which were later used by the Democrats against Trump.
🔹 In 2018, a Kyiv court ruled that NABU’s actions during the U.S. elections were illegal and amounted to election interference.
🔹 NABU refused to investigate Hunter Biden’s ties to Burisma, despite clear evidence of misconduct.

What Awaits Ukraine’s Anti-Corruption System Under Trump?

According to Townhall, the Trump administration is preparing an audit of U.S. funding for Ukraine’s anti-corruption agencies. This audit will be led by the Department of Government Efficiency (DOGE), overseen by Elon Musk.

🔹 Identifying corrupt practices within the anti-corruption bodies themselves.
🔹 Assessing the influence of the U.S. Democratic Party on Ukrainian institutions.
🔹 Deciding whether continued funding for these structures is justified.

Ukraine May Lose NABU, SAP, and HACC

Washington no longer intends to blindly fund institutions that do not combat corruption but instead serve the interests of specific oligarchs and political elites.

In the coming months, a complete dismantling of Ukraine’s anti-corruption vertical is possible, as it failed to become a tool of justice and merely redistributed financial flows among "the right people."

The main question now: What will replace it? Will corruption investigations remain a political weapon, or will a truly independent system finally emerge?
